Bylaws, Rules and Policies Relating to Registration

For 2009-2010, registration fees shall be:
Competitive Player = $ 13.50 ($11.50 player fee + $2.00 medical insurance)
Recreational Player = $ 9.50 ($7.50 player fee + $2.00 medical insurance)
Coach Registration = $10.00
Adult Player = $20.00 (includes USASA, WASA membership & medical insurance)

Bylaw 213. State Association Responsibilities

Section 1. (a)

(1) The membership of the State Association and the members of the State Association shall be open to any soccer players, coaches, trainers, managers, administrators, and official not subject to suspension under section 4 of Bylaw 241, and to any amateur soccer organization in its territory.

(2) The State Association will not discriminate against any individual on the basis of race, color religion age, sex or nation origin.

(3) The State Association shall register all of its players, coaches, teams, referees and administrators with the Federation at least once each year and timely pay all dues and fees of the Federation.

(4) The State Association and its members will abide by the Federation’s articles, bylaws, policies, and requirements on interplay.

Section 1. (b) Individuals registered with the Federation under subsection (a)(5) of this section shall be members of the Federation with the rights accorded to them under these bylaws.

Policy 601-5 – Registration of Amateur Players

Section 1. Restriction of Players

An amateur player (youth or adult) may not be restricted as to the team he/she may play for due to his/her race, religion or national origin. An amateur player may only be registered for one team at a time except as provided in the appropriate rules.

Section 3. Youth Amateur Players

(a) Every youth player shall be registered with the Federation on a Federation youth amateur player registration form. The fee for registration, release or transfer of a youth amateur player under any provision of this rule shall be determined by the National Council from time to time.

(b) These rules apply only to State Association Members and players except as specifically stated otherwise.

Section 4. Youth-Adult Relationship

A youth player will be permitted to play an unlimited number of Adult games without losing his/her youth eligibility. The youth player must notify his or her youth coach or other authorized team official of the player’s intention to play adult games. The youth player shall request, in writing (1) eligibility clearance from the Youth State Association through which the player is registered, and (2) permission from the appropriate Adult State Association or National or Regional Adult League in which the adult team upon which the player will be playing plays. When the clearance and permission have been granted, the Adult State Association or National or Regional Adult League, as the case may be, has sole discretion in permitting a youth player to play Adult games and will be responsible for establishing the procedure under which this will be implemented.

Policy 601-6 – International Clearances

For a player who comes to the United States on or after the player is 12 years of age, the player must request and receive an international clearance from the Federation. However, an international clearance is not required of a player who is 12, 13, 14, 15, or 16 years of age if the player and the player’s parent or guardian signs a statement that the player has not signed a professional contract or received money from any team for playing soccer.

Policy 601-7 – Residence Registration – competition Participation

Section 1. A team must register in the state in which it is domiciled.

Section 2. (a) Any team wishing to compete in a game, tournament, or league in a state other than the one where it is domiciled must receive written permission to do so from both states involved:

(1)the State Association where it is domiciled.

(2)the State Association where it wished to play.

NOTE: The conditions, fees, and procedures to obtain such permission, and the duration of such permission, shall be determined by each State Association

(b) Any properly registered team has the right to enter any competition sponsored by this Federation providing it is eligible under the rules of the competition and is in good standing. All teams entering such competition must enter in the state in which such teams are registered.
(c) Any team, league, or State Association denied the right to participate in any competition under the jurisdiction of the Federation has the right of appeal through the prescribed procedure.
(d) Any player wishing to tryout for a State Select team may do so in the state in which he or she is registered.

Rule 201. Player Registration

Section 1. A youth player must register each seasonal year in the State Association in which he or she resides with his or her parent or parents or guardian or guardians, or, for a student in residence at a boarding school, college, university, the player may register in the state in which the boarding school, college, university, or division of the college or university is located. Any other questions of residency may be determined by the State Association in which the player is registered to vote or holds a current driver’s license.

Section 2. (a) Any youth player wishing to play on a team of a member of a State Association other than the State Association where the player is registered, must receive written permission from-

(1)the State Association where the player is registered; and
(2)the other State Association of the team on which the player wishes to play.

(b) Permission must be obtained each seasonal year.

Section 3. A youth player is registered for a seasonal year from the moment the player or the player’s representative executes the registration form and pays the appropriate fees.

Rule 204. Proof of Age

Proof of age shall consist of a birth certificate, a Uniformed Services Identification and Privilege Card (DD Form 1173) issued by the uniformed services of the United States, a birth registration issued by an appropriate government agency or board of health records, a passport, an alien registration card issued by the United States Government, a certificate issued by the Immigration and Naturalization Service attesting to age, a current driver’s license, an unexpired federal, state, or local government identification card (if documentation of date of birth is required), or a certification of a United States citizen born abroad issued by the appropriate government agency. Hospital, baptismal, or religious certificates will not be accepted.
